In order to raise global awareness for the 2012 World Open Educational Resources (OER) Congress, UNESCO in cooperation with the Commonwealth of Learning is holding a number of regional policy forums on OER around the world. The objectives of the forums are to:

- intensify dialogue with Governments on OER;
- showcase local OER policies, experts and initiatives; and
- contribute to the drafting of the Paris Declaration.
